The top 10 leading IGR states in Nigeria ( Invariably considered the richest states) are :

1. Lagos State with N268.22bn IGR in 2015,
2. Rivers State (N82.10bn),

5. Edo state (N19.11bn),
6. Enugu (N18.08bn),

A survey carried out on the bureau’s website, disclosed that Sokoto remains the poorest state in Nigeria with an 81.2 per cent poverty rate.

The 10 Most Indebted States In Nigeria. 
According to the records of the Debt Management Office (DMO) as of April 2015, DMO’s external debt figures (without adding domestic debts) show Lagos as Nigeria’s most indebted state with $1.17 billion debt.

1. Lagos with $1.17 billion debt
2.  Kaduna with $234 million debt,
3. Cross River ($142 million),
4. Edo ($123 million),
5. Ogun ($109 million),
6. Bauchi ($88 million),
7. Katsina ($79 milllion),
8. Osun ($74 million),
9. Oyo ($72 million) and
10.Enugu ($69 million).

The states that are least indebted are:
1. Taraba (N4.56 bn),
2. Borno (N4.61 bn),
3. Delta (N4.85 bn),
4. Plateau (N6.19 bn),
5. Yobe (N6.25 bn),
6. Benue (N6.62 bn),
7. Abia (N6.76 bn),
8.Zamfara (N7.11 bn) and
9. Kogi (N7.16 bn).
